Services on eRegistration have been extended to include the preparation of PRA prescribed Forms in an electronic environment for subsequent lodgement in hard copy, the ePayment of Fees, the issue of Notices and correspondence by email and the pre-lodgement of applications. Previously the only services available were eCharging Orders (the Health Service Executive) and eDischarges (authorised lending institutions).
There are a number of benefits to using eRegistration. These include:
• the verification of the registered owner details helps to avoid errors
• the ePayment of application fees by way of Direct Debit Instruction
• the pre-lodgement of applications provides a Dealing Reference Number prior to lodgement
• the time limit to lodge an application pre-lodged on eRegistration is extended to 44 days
• because of the pre-lodgement of some information, the processing of the application can be carried out more efficiently and registration completed more promptly
The eRegistration service is available from 8am to 8pm daily. There is no technical support to the service on weekends.
No. Currently the only types of applications available on eRegistration are Transfers – on sale and voluntary – of whole folios. This will be extended to include more application types in the future, starting with Charges.
The fees for applications created using eRegistration are governed by the Land Registration (Fees) Order - S.I. No. 380 of 2012.
Any active solicitor practice or authorised lending institution may apply to open an eRegistration account with the PRA.
To open an account an ER1 form needs to be completed by the Account Holder and forwarded to the Property Registration Authority. Login credentials are then issued to the Super User(s) – the nominated account administrator(s) on the Account. The Super User(s) can then add more users to the account as required.
The main administrative functions on the account are carried out by the Super User(s) nominated by the Account Holder. The Super User adds all other users to the account and allocates the User ID. The Super User may also perform any other user role(s) on eRegistration.
The basic level of access allocated to a user is that of Reviewer which allows the user to view applications only.
The user with Creator status creates the draft document(s) in the application.
The user with Authoriser status approves and finalises the document(s) in the application.
The user with Fee Approver status approves the ePayment of the fees and pre-lodges the application.
No. There is no limit to the number of users that can be added to an eRegistration account. The number of users and levels of access can be tailored to meet the requirements of each Account Holder by the Super User.
An account can be operated by only one user assigned to all user roles.
